poetry/short story competition script

I need a specific script for a client and cant find anything online that is quite right. I am hoping that somebody out there has a similar script ready written which I can purchase as my clients budget is not high. What he is aiming for is a poetry/short story competitions website where by customers will complete an online form with their competition entry poem/short story together with an entry charge (this would probably be via Paypal). He would then be able to choose the winning entry and post this on the site. I did think about doing a simple form for the competition entry and then using an article submission script but it would be a lot easier if someone had a suitable script that would work for the whole project.
