email system/form like groups with tags and archive of sent

Explanation: the intention is to send from an email to multiple recipient's emails from different group lists, were we want to each recipient receive the email as special send from Us, so our recipients will see only their email in the trace (one-to-one), were the group list will be categorized by TAGS, each email recipient could have more than one tag and if in multiple selection of tags there is duplicated recipient for send, they only will send only one email instead of several ones. we require to identify by unique ID each form sent (not email sent by each recipient), so if in 2 tags are 3 recipient’s email, the email sent will be only one ID generated. the other part of the system is for add or edit the emails, tags and see that was sent before there is NO user control access (we wil use htaccess). it could be better if can save the as draft some partial email for future send. please insert php in keys, avoid use multi line echos for be able to change the html/css more easy in the future. the html desing is very simple, is what you see in the images attached, very basic/plain design. ask any questions before quoting. mention desired percentage milestones (we only work with initial and finish milestones... some times we could work in 3 parts) our working hours are GMT-6, we can talk english and spanish
