  communication is main problem to arrive to human after any disaster. this project is lil bit difficult. im not sure to finish this but i can give some advice. i research some topics about offline communication. i mean, when i disaster happens usually lots of networks will be offline. if u communicate with ur family member or someone else u can set a local network via wifi. every device will broadcast some information like name, id, blood group, last gps position, etc. its an emergency app and can start to work by user or gsm disaster info messages. every device will can broadcast own info and observe others info. can be add more capabilities i.e chat, voice call, etc.. in addition, it can be make with gsm broadcasting but it needs more more experience. of course all of these communication styles limited with distance.and 10$ is not enought for all of these systems. wish you all luck :D

     Also, this has nothing to do with programming. You need new communication device and I dont believe that people do that kinda of thing online as freelancers. Anyways, wish you all luck.
