i want a simple animation like this

in adobe animate.
i want an adobe animate file (.fla) with an animation like how are the balloon and the electrons before when still, how act when the balloon rubs on the shirt and how act when the balloon touches the wall.
Something like this:
1. all are still
2. the balloon rubs on shirt and electrons react
3. the balloon sticks on wall, electrons react
4. the balloon sticks on shirt, electrons react
