An Expert of CSS and HTML is needed

hi all, We need a Graphics Designer who should be expert of CSS. Please bid only if you 100% meet the following requirements 1) You can give design in clean and neat html. 2) You use CSS for even single letter on the web page. ( no inline styles at all) 3) your design should look exactly same on any browser. Only an expert of CSS knows this issue. 4) You can convert PSD Files into clean and neat html files. 5) you can create your own design if we give u specs of a system 6) You can start the work from now. as we contact you. this is very very important. we have some work that is more than urgent. 7) we will give u a test of converting a psd file into html + CSS or some thing like this. if you do well then we will pay for this and will give you many many more work. we need really need a excelent Graphics Designer who should be able to do work of 3-4 companies. 8) we will give you average rate but we have plenty of work. even we can give you work for 8 web sites now if you clear the test.
