correcttion and upgrade on a work: Analysis on establishing a National Oil Company

I have a work done on Analysis on the establishment of a national oil company in a case study (attached) I have done the work, just want some minor changes and better quality analysis PLEASE ONLY BID IF YOU CAN FINISH IN MAXIMUM 9-10HOURS medium-sized (Population 31 million) developing country has been an oil producer for the last 16 years. Six multinational and independent oil companies have been developing fields in one region of the country which in areal extent is some 8% of the total land area. The country is ethnically diverse and though it has enjoyed civilian rule for almost twenty years, political affiliations are along strictly ethnic lines. Oil-associated royalty and tax income represents 71% of total government revenue. Some 35% of associated gas is used for power generation and the remainder is flared. There is no gas export and though several unassociated gas fields have been identified none has been developed. Indications are that fields currently developed will continue producing for at least another two decades and both oil companies and the industry regulator believe that there is significant potential for further significant discoveries of oil and gas. Licences for exploration and development are issued by the Ministry of Natural Resources and the standards and norms to which the industry must operate, and its compliance with them, are managed by a regulator organisation, the head of which reports to the Minister of Natural Resources. Both organisations have encountered difficulty in retaining qualified staff as the better ones are attracted to the oil companies by higher salaries and better conditions than the Civil Service can offer. Neither organisation is highly respected either in the country or by the industry. The industry is however generally regarded as well run (the oil companies say unofficially “we’re regulating ourselves”) but recent increased demands by local communities for oil companies to invest in health, education, development and infrastructure needs ,which the government is accused of ignoring, have resulted in frequent interruptions in production due to protests. A newly elected President of the country has asked and independent consultant for a 3000-word evaluation of the advantages and disadvantages of setting up a national oil company to participate in oil and gas development, either as a direct operator, or as a non-operating partner in joint ventures with private companies, or both. The evaluation should address, but not be limited to, the following aspects: · Objectives; · Organisation – Structure and Ethos; · Reporting Relationship within Government; · Recruitment, Training and Personnel-Development Policies; · Access to Technology; · Building and Retention of Expertise; · If direct field-operatorship is envisaged, and if so, how and when; · Community-relations responsibilities; · A listing of the considerations that would influence a decision either for or against formation of a National Oil Company   Delivery of this 3000-word document constitutes the Week 9 Individual Written Submission required from each M049 participant.
