Amazon Fire table with Fire OS: Custom boot, transfer HTML

We are looking to provide for our end user an Android table that has a custom boot to a menu, possibly to load a default page in the built in web browser. I myself can handle the development of the HTML to display, however I am not skilled enough to program/modify an Android Fire table to perform the custom boot. We are looking for a "plug & click" solution, that is.. it is desirable to have a system to which the table could be plugged up via USB (to a Windows 7 64 bit host), "click on an application" (which you provide) to modify/program the table to the desired condition (custom boot). We are open to suggestions on how best to accomplish this task. About the HTML: I am an experienced HTML "programmer", the code I will generate will be basically a simple "website" on the table, no WiFi/LTE will be needed. The default page will be the intro and menu, which will transport to the desired page. This page will include any combination of text, PDF documents and/or MP4 video to watch which is embedded in the HTML page (Thinking the use of JWPlayer or similar, prefer freeware, I am also open to suggestions on this detail). In addition to the custom boot, please be prepared to offer a simple solution to transfer the HTML and supporting files (PDF, TXT, MP4, JWPlayer, Etc) to the table since it appears that the ability to connect as media storage is no longer supported. The end goal is to be able to purchase in multiples the identical device (Amazon Fire), "click & play" the custom boot update and transfer a subdirectory to the table which contains the HTML and supporting files. We will want to have the flexibility to modify and add content to the HTML & supporting files whenever we wish. I look forward to recommendations and discussion on this project.
