converitng an image pdf file to text pdf file

i have an arabic pdf file. i have a book pdf file, but it saved as an image pdf file. i want it to be converted to have two files, text pdf file and text word file where i can manipulate. i want the pages and their paragraphs to be sames in the image file. no change in the pages, paragraphs shapes, with the same spaces between paragraphs and lines, the only diference is that one is an image file, the other is a text file. notice that the book is arabic book
