Client App that creates window on Desktop - Active Desktop

Server side already built. Client side was not completely built. It runs so you can see the GUI, but does not have all functionality. No source code for client, so it will have to be re-written. Requirement 1 Client installs html type application on the windows desktop Requirement 2 Require development of a client application that communicates with the server via sql query and download relevant information. The client then displays the information on the windows desktop, in an html window.
