Development of app based on screen capture

Hi there I am looking for a programmer who can build an application that allows the user to capture a part of the browser window, check and use the information that's in the captured data. This piece of software will be sold through the internet and therefor needs to have good encryption in order to prevent illegal copy as much as possible Recommendations, references and examples of previous work needs to be sent through your pm.
