Build Python and TCL/TK packages for Linux

I'm using a Linux distribution which is a clone of RedHat Enterprise Linux (RHEL) 5.3 or CentOS 5.3 and I need to run the latest versions of some GUI tools on it. Unfortunately this system doesn't have those tools/versions installed and doesn't have all the development packages required to build them. If I had root access I could simply install the required packages, but I don't. In fact this is a corporate platform running on many systems, so modifying a single system would do no good anyway. Thus, the project is to build these packages in such a way that they can live in a self-contained NFS-mounted area and work on any of the corporate systems. The delivery should come with instructions or (preferably) a script showing how this was done, so it can be maintained.

Details:

- This is a 64-bit Linux so all code should be built in 64-bit mode.

-The builds needs to be self contained. For instance, if it's necessary to build libraries, the executables which use them should either link statically or be configured to find the custom shared libraries without the user needing to set LD_LIBRARY_PATH or do anything other than finding the executables on their PATH.

- Most of what I need to run is written in Python so primarily I need the latest (2.6.x) Python built but that in turn requires pygtk and so on. Same for TCL/TK.

Here is the list of top-level packages required. Note that these will have their own dependencies, so the total number of packages built will be more:

The acceptance test will be simple: they must work for me when installed in some random directory without root privileges required.
