Browser ActiveX control required to play streaming MPEG1

We require an ActiveX control to play a HTTP MPEG1 stream. The ActiveX control should work on IE8 and above, and ideally if possible other browsers too, we'd take advise on what was possible. The ActiveX control needs to take an initial param for the URL, and start playing immediately. In addition to this, we need to be able to pause the HTTP stream, as well as stop (and clear) the screen. We'd like to do this through a javascript API. Being able to change the URL of the stream through the javascript API is also required. No buffering is required - it should just play what ever the URL is providing it at that time. The changing states of the HTTP element of the ActiveX and the play state will fire an event that can be hooked via JavaScript. We're not too fussy on the programming language used, ideally - we'd like to be as flexible as possible with the ActiveX - cross platform, cross browser. The ActiveX needs to be signed to make it as credible as possible for browsers to use at different security levels. The ActiveX also needs to be packaged as a .cab file so it can be installed effectively. I can add further details if required. Please ask questions I have neglected to answer.
