C# with ASP Website and CMS for hosting on SharePoint 2010

We require a web developer with good experience in C# with ASP.NET to take our current website design and code it for set up on SharePoint 2010. There are a few special features: > it should have search capabilities > it should support English and Arabic versions > it should have a Content Management System (CMS) that allows us to edit all content on the website in 5-8 pre-designed page layouts. The homepage will have a rotating banner that should also be editable at any time. The CMS will also have two levels of administrator, one super admin and one page specific admin. The super admin should be able to add, change and edit everything and anything, as well as assign page specific admins who can only edit the pages they are allocated. The developer does not need to worry at all about content, or the design as it has been approved.
