A Simple Designer in WPF

I need a simple designer UI developed in UI, UI should have a tool box and couple of button/icons in the tool box. There should be a design surface where user can select a button from the tool box and drop that object in the design area, Once dropped user can select the dropped object and set it properties through a property window/form. User should be able to move the object in the design area. User should be able to drop as many object as he/she wants. User should be able to link these objects. Link means a line should connect the objects linked with each other, User should be able to delete the link, User should be able to select and delete any of the objects present in the design area. A simple example is SSIS designer or in SQL DTS designer or a paint program where users can select some objects and then drop them in a design area and then select and change some of the settings of these object. If you have some experience of similar work that would be great.
