I need this completed in one day.

I need the result sheet of the program to produce a sheet similar to the sample I have attached. So essentially just run the exe, select the pdf and it will make the excel sheet

I also attached the full PDF doc. If you notice on Page 44 of the PDF, the document starts to listed "Released" individuals. I do not need the document processed pasted that point, but it is okay if it does. I could simply just delete those rows afterwards.

Please use an open source / free solution (e.g. "itextsharp").

Do the following otherwise I will reject your bid immediately, no questions asked
