Bid $30.00 to write a proposal (1-2 hrs)

Are you an expert in Hobby Electronics? Propose a plan for $30.00!
(Allow 1 - 2 hours to write your proposal.) Here's my idea ...
I have a 'normally closed' lever switch and this means the 9 volt LED
which I use to test this switch goes OFF any time I press the lever.
I need a tiny circuit designed to handle the same. More specifically,
I'd like a circuit board made with a 9 volt battery snap 'to connect
the battery' ... and another 9 volt snap 'to connect whatever is to be
powered' (or just connect 2 wires to a 9 volt LED to test the circuit).
On this circuit board must be a couple of wires labelled 'Event Wires'
and if I make these 2 wires briefly touch, doing this must accomplish
the equivalent of what a lever switch does (in normally closed switch).
If you'd like to design the above explained circuit on a bread board
then write an easy to understand schematic showing me how you did it,
and you're willing to bid between $100-$150 for doing this, please do!
But first bid $30.00 on this 'preliminary project.' For $30.00 you can
'commit to writing a proposal describing your general plan.' Then the
$100-$150 bid can be for the actual work you agree to do next project.
P.S.: I've been told that a circuit that detects a power fluctuation
when 2 wires touch could be made to briefly disable a 9 volt output.

i,ll use a comparator to compare two voltage coming from 9V battery and 9V from wire. if there is any fluctuation in wire voltage then a signal will be generated which will inform us about any disturbance. please inbox More
hi, I can help you -------------------------------------------------------------------------------------------------------------------
I use BJT in EC (Emitter Common) mode to do this project. When two wires are connected, BJT is turn-off that turn-off the led.
The circuit sounds quite simple and I would love to work on it. The project would require just about an hour or two for design then building the schematic would be super simple. Thank you for your consideration.
