Diagnose problems with circuit board

What is your best estimation of a component count? How many layers? What is the board's intended function? What sort of power requirements? Will I be able to contact the Chinese supplier to answer any questions I might have to possibly speed this up? Are you looking for someone to design a PCB design that will work after functionality is accomplished? Am I responsible for drawing a schematic for you? I'm currently drawing a schematic for a 4 layer board with a 400+ component count. That will be finished out by the week's end.
