Develop a proof of concept for me in Access (or you can use a different system if you prefer)

Full description is below and also attached. I've also attached sample time cards. This project is meant to be a proof of concept that we can convert from working with paper to an imaged system. My thought process was to use access, but you can feel free to use any tool and tweak my process anyway you think it works best.

Background:
I am building a process to import a digital time card into a workflow system that will allow the user to make changes to the time card. Add additional items in fields and then export the final table into excel. The real system will not be built in access, but I want to build a demo in access with some functionality as a demonstration.
Work process:
• User imports an excel sheet (you can dictate any format you would like the sheet to look like) with the time cards (it will be multiple time cards). For this demo you can import them one at a time if its easier.
• Then the user goes to a form that displays the records visually in the same layout as I have everything arranged in excel
• The user should be able to edit any field
• There should be a button to continue to the next record
• There should also be a button “apply rule to entire batch”
o If they press this button a pop up form should come up that lets them write a rule that will apply to all records. The only section this would apply to is the large table on the right part of the timecard. The pop up window should have drop downs to set conditions of the rule. I think this can be achieved by running a query that would update the records table at completion. Let me know if this is wrong and can’t be done at all though.
Example:
Field 1 is a drop down that shows the column options (ex: prd#, account, set/pay, category, Hrs/Qty,x,Rate,Amount)
Field 2 would show all values in the column selected in 1 from the records table
Field 3 is a free form entry
• When you push save rule a query will run to input value 3 In the paycode column in every record where value in column 1 is the option chosen in field 2. The user is then returned to the 1st record in the timecard screen they were in before.
• There should also be a button “red flag”
o When pressed the record will have an indication added to it that it has been red flagged in the records table
• There should also be a button “yellow flag”
o When pressed the record will have an indication added to it that it has been yellow flagged in the records table
• There should also be a button “green flag”
o When pressed the record will have an indication added to it that it has been green flagged in the records table
• When they reach the last record and press the next record button they should be taken to a pop up screen that has 4 option buttons:
o Option 1: “review red flag time cards” – if pressed they go back to a form that looks like the time card layout but the only records shown are those that have been indicated as red flagged on the records table.
o Option 2: “review yellow flag time cards” – if pressed they go back to a form that looks like the time card layout but the only records shown are those that have been indicated as yellow flagged on the records table.
o Option 3: “review green flag time cards” - if pressed they go back to a form that looks like the time card layout but the only records shown are those that have been indicated as green flagged on the records table.
o Option 4: “export records” – if pressed the system will export the records table to an excel format.
