Custom DayZ server

I require for someone to set up a custom DayZ server on a local machine here, as much as it would suck, you would probably need to do it over TeamViewer or something similar. The point of the server is not actual gaming, we are using it as a setting for a completely different project, we only need it be stable for 4 or so people. We need to import additional skins in the game (with the ability to make adjustments to the artwork, I can handle the art side myself, I just need to know how to make it work for the game). The ability to leave permanent structures or import custom ones. Ability to leave additional NPC is necessary as well, if they can move around at a certain patterns that would be even better (no need for player interaction). As far as I'm aware most of these do not require custom code writting and should be easy to implement with most of the available mods. I might want additional things for the server down the line, so there should be work for the future as well, although that is not certain.
