Animated / non animated banners needed

Looking for someone to create some banners for me. I need then to be non animated and also animated Sizes I need 1x 468*60 pixels animated and one not animated 1x 280*57 non animated 1x 300*250 ( not really a banner) a simple ad but will be on the same page as the banner so I need it to look the same as far as the background but different text and a little different style. I need someone who is real creative and can look at my web site, look at some competitor's banners, some of my ideas and go with it and do it themselves with out to much assistance from me. I want to have the ability to do changes as you get a few proofs done. I run an aquarium supply web site so these banners will be geared towards that I don’t want to complicate this as it should be pretty easy work. I am not looking to make tons of changes and I will supply ideas to get this started but I just need someone who can take this and run with it but its only a few banners and one small ad and the banners can all be exactly the same just one will be animated with different text or something. I am hoping you can get this done with in a few days if possible. I want to be clear on a few things. When the job is completed I want to have all files sent to me so I can edit or change them up for other sites or add/change the text as needed so I would want them to be in jpeg but I also want the PSD or other file types that you use to create them. Not a big deal but I have had others not wanting to give me the main files for some reason. I am not a graphic designer by any means or I wouldn’t be here and if we work well together I do have other projects and new sites I am looking to create so this little job could turn into more work in the future. Also on simple changes I would prefer to have you do them anyways if prices are reasonable but I want that option and files in case it’s a very simple change. Please send me any info you can and reasons you should be picked, cost is a factor but also quality and the ability to be creative and work on your own with out to much guidance. Good luck
