Design the background of a website header

Looking for a designer that can create a **background for the header of a website**.
The background will be a **morphing of two flags** with red and yellow colors over a blue-ish background with a watermark of a kind.
The designer should provide **as many layers as possible** for optional future animations or being able to change the transparency of layers per needed.
We will provide pictures of the flags although they may not be suitable for the designer.
The pictures of the flags don't really look like each other so some editing will be needed unless able to generate them.
The designer will design a watermark for the blue background as liked.
We will need a footer based on the header as well.
**We can provide a currently working banner in which the designer will base his design**, only to make it taller, from 900x144 to 1000x300.
If designer could provide **better ideas** than asked, they'll be **welcome** and accepted.
Seeing the _designer's portfolio_ would be great for the decision.
