Animated GIF / CSS Animation / HTML Representing Work Stations (Busy or Occupied)

This is a Graphic Design/HTML Project . . . .This needs to work fine on IE8 and above and on Chrome and Firefox.
Please present your proposal with some mock design. The most creative idea will win the project.
I need to create a HTML Display representing Work Stations.
There are 20 workstations in all spread across two rows of 10 workstations each. The display will occupy one full screen without scroll.
A Work Station can be "Occupied" or "Available". I want to be able to represent these two states via HTML (GIF animation preferred) and give the user an option to Change the Status from ""Occupied" to "Available" and "Available" to "Occupied" and vice versa (This could be radio button).
The animation in itself could be CSS Animation (HTML5 and above) provided that it works in IE8 also......Else it could be just a animated GIF. In this it case will be two animated GIF's. The first one will show a workstation (could be a simple table) occupied by a worker packing a carton (working actively...animated) . The second one will show a Idle Work Station.

Please note that I am NOT LOOKING for a Video Animation. I am just looking for a creative way to indicate if a worker is occupying a work station or not. These are warehouse workers. A representative image of a Warehouse worker is at [url removed, login to view] (note the helmet). A guy like that packing a box (carton) is what I need (animated GIF or CSS Animation).
