Advertisement website

Hello; Only for the capable and serious people please. I want to construct a website to do (Sponsered ads, such as [login to view URL] but I'll use also intstegram Facebook and e-mail). 1-The user (publisher) will sign in using (fb, twitter, instgram, e-mail,google+ one or all), he will get paid from the number of publisher using his accounts. 2-The script should evaluate the value of his publish based on # of followers. 3-The advertiser will login and he will choose the way to run his campaign (fb, twitter , ... etc,) he could select the ways he want. 4-The advertiser will write and edit the advertisement text and picture and will pay according to the size of the campaign. 5-The admin will review the advertisement and approve it. 6-After the publishing, the money will be added to the publisher we used. The link of the tweet or retweet should be appeared in the control panel to enable the admin to make sure that the advertisement was not deleted from the publisher account because this will be a condition for payment. if you have a clone or script it is fine but I need all these functions to be there, also I need the script to be editable and easy to understand for future development. example for twitter ads is ([login to view URL] and [login to view URL]) unfortunately the 2nd site only available in Arabic language.
