Build a Website

Need an online classifieds website with a back end to charge for/accurately track advertisement. Similar to kijiji or [login to view URL] with banner ads that take up a spot in the middle of the grid of actual classified ads. I would like for people to be able to sign up for accounts, and be able to rate their experience with a certain seller. I would also like to to self moderate, that if enough website viewers vote with a thumbs down", that it places the ad in a state that someone from the website has to log in and make sure it is a legitimate post before it is active on the site again. This would allow the site to catch scams and illegal posts by the community without having to have a staff always scouring and sifting through ads. The ads need to be able to be charged more by category, so if someone wants a larger ad for their car or house, I want the ability to change the fee structure on those categories to be different if someone wants a larger ad for their home stereo or video game console. Site would look similar to Pintrest, but people would post ads that would show up instead of articles. They would have the option to pay more for a larger "rectangular ad", and can pay to outline their ad with a color of their choice (the default being black outline). I would like it to also give an option to scroll through their images on the main page (if they uploaded more than one) for a fee as well. I want the "main page" to show the latest items first in order, but then people can click a drop down menu that brings up the other categories then sorting those by newest/oldest. I want someone to be able to pay to have their ad "bumped" to the top of the latest items as well, and be able to charge a fee for that (which I can also change). When you click on an ad, it should respond how pintrest does by opening as an overlay to the site with the contact abilities, more pictures, full description, etc. I would like full integration for people to like the ads on their facebook account, twitter, digg, etc.
