I propose using Wordpress as your content management system (very easy for you to log in and update information on your business even if you don't want to have a 'blog') and a free theme. I know of a couple that I think would be a good fit (simple, clean 'responsive' designs that look good on mobile devices as well as computers).

I am just getting started on Freelancer.com though, and need to build up my reputation with some good reviews.
Do you already have a webhost chosen and the like? If so I imagine it will only take me a few hours to complete this for you, plus any tweaks you might need. If you need help with choosing a web host and domain name, I can help you with that to, but you will need to purchase the hosting and name separately. I can help you out with that part and make sure you don't get ripped off, but you will need to actually make the purchase with a credit card (I'll create the account for you, even put the correct things in the shopping carts, then log out and have you log in to make the purchases).
Then, I will sign in and make sure the settings are all correct, install Wordpress, and begin to get your website set-up. At that point you will be able to take a look, send me the content you need included, and any changes to design/organization.
