Build a website with very nice graphics

I need a very graphically attractive website based on unlocking some content (guides) there are going to be several guides. The homepage must be very attractive which will have 5 different tabs as a menu (to start with). The tabs are the different guides... Once you click on a tab which will be a guide you are taken to a page which you must unlock to gain access to the guide. There are several steps the user must complete in order to unlock this guide. The steps include, liking our Facebook page, step 2 will be copying some text that we provide the user with which will be something like "Go to [login to view URL] for the best guides!" & to post this text on 5 different Facebook pages that we also tell them to do. (The user will click a button & 5 different pages will open in there browser that they post on). Then for the final 3rd step the user must share our page on Facebook. Once the user has completed all 3 steps they are then aloud to click a button which they can proceed on to downloading their content/guide. I don't even know if this step 1,2,3 thing is even possible to do. But if it is then it must be bug proof meaning that they can't just go straight to the 3rd step or straight to downloading the guide without doing any of the steps. This unlocking guide page will be the same for all the other pages but just with a different guide to download. Major skills I'm looking for is - Fantastic programming skills with knowledge of a wide range of languages Someone who is very good with graphics & can make attractive webpages, a portfolio would be nice to see Someone who can speak English well NOTE: Be prepared to be asked for some changes if I don't quite like something.
