Create customized Shorten URL Script

I need a customized Shorten URL Script that will includes the following :- 1 - Admin panel 2 - Stats counter for URLs 3 - Customized Meta tags for each page ( Title , Description ) Manually add 4 - No Auto-redirects just a landing page for the URL That can be edited by wysiwyg editor 5 - ( each page will have unique content by wysiwyg editor ) 6 - The Click here to view your link button will be in toolbar such like [login to view URL] Waiting for your bids, please don't bid unless you understand the requirements Thanks in advance .
