Cartoon Character Animation

I require a female cartoon character to be drawn and animated for play on an LCD video screen in a 30 second video commercial. I have the basic design of the character ... she needs to be modified to my requirements ... and then animated to move around the screen with some gestures, and perhaps winking at the end. Initial basic concept drawing of the character will be provided ... so that she can be honed and refined. The desired look of the character will be indicated. She may be required to move her mouth as if speaking some words. The 30 second commercial is intended to introduce the character to survey groups and gauge their reaction.
