Custom wordpress design and coding

I would like someone to design and integrate a custom theme in wordpress to match my site: <[login to view URL]> 1. Basically it should have two sidebars and the main content in the middle 2. Header and footer should both look the same as well as other colors, background color and width of the design 3. There should be two menus which I should be able to add from admin and they will show up where you see the menus on [login to view URL] (Home, legal q&a's, and the one underneath) -
