Convert a page

Hi there ! I have a website , originally taken from an old website of mine , as shown in the picture. I have plans to do about this web site but need to change the structure of it. In the picture I have colored several different colors. My desire is to make this page , to keep all that safety is blue static , while that which is colored blue must change dynamically.
