Build a Website

Hi, I need a market place style website designed and built. The site should include a marketplace section named "discover" and a curated section as the main part of the site. The idea of the site is to create a market place in which artists can register for free and create an account with the site to sell their art, at which point the site will deduct a commission from the artist per sale. The website should include the following- -The ability for a an artist to create an account -A system that deducts the commission of the artwork before automatically releasing funds to an artist. - a news and updates page- that functions like a blog, streaming information. - a databasing system that collates information from purchasers, sellers and inquirers. - a functional browse and search page for users to easily view and access artworks. - Search functions should allow to search by user account/profile, art pieces, newest, price and category -the home page should feature a live streaming box with information from the news and updates page with a click through function taking the user to the article being streamed. - the home page should feature sections that allow for direct click throughs to sales mediums by collection or curation. - homepage should feature links to social media and subscribe to newsletter (with automated function adding them to database - On an artist profile there should be an option to commission an artist to complete a work- this should include price etc and have a function that allows the site to hold the funds (minus sales commission) not to be released to the artist until the work has been completed and the purchaser has notified via email link that they are satisfied. Overall the site should have a clean feel and be extremely easy to navigate for both purchasers and account holders. This is the basic bones of what the site will need, obviously there is a lot more to explain as to how each step will need to appear, especially relating to the step by step use of creating an account with the site as well as each step of making a purchase. im not sure as to how to fill out the budget section of this advert as i have had multiple quotes direct from graphic design firms as well as private web developers.
