Build a Korean website which highlights family related activities within a specific area

I am looking for a build a website for Korean users to help them find family friendly activities within their specific area. I'm looking for something that has the same functions and UX as Tripadvisor's "Things to do" section. Here are some specific details: 1) Clean design landing page with pictures showing various "featured activities" with the ability for users to search an address and/or interact with a map to find activities in a specific Korean city. Each smaller regions like specific city neighborhoods should also have landing pages with local activities listed. 2) Social media integration for creating new users. User should be able to easily submit a new activity and rate/comment on existing activities (similar interface as Tripadvisor). 3) The website back end should be robust enough to allows for scalability along with an easy data entry system to allow for users to populate new activity pages in a very standardized fashion. All activity pages should look identical but with specific information based on that information (address, pictures, prices, operation hours, etc.) 4) Ultimately this website will be multilingual (Korean and English). I need for a shared database with the ability to segregate specific items. For example, I want to share new activity entries across both sites but segregate user comments and rating to their respective language. 5) Run on a CMS that is relatively flexible and easy to maintain once the site is developed. This is more of a hobby project than a business venture. I intend to do the majority of the site maintenance once the project is done. Again I am looking for something similar to Tripadvisor... a user generated rating site for specific activities that are geotagged. I consider this project between a "very small project" and a "small project".
