Build a Website

I would like a Website designed to be used by Tenants and Landlords. This software is for Landlords who are self-managing their properties. The Landlord would pay a certain amount per month to be able to use this service. It would be free for their tenants. I would like Landlords to be able to upload information on their property (using a template), design a welcome pack for tenants (using a template again), upload Safety Certificates, WiFi Passwords, Bin Collection Days etc. Tenants would be given a log-in code and would be able to access this information. Prospective tenants could apply for a tenancy on the website without a log-in code and their information would be sent to the relevant landlord. The tenant could access a paying page where they can pay their rent and it goes ito the relevant landlords bank account. They can also log maintenance issues on the website and these will be sent in an eMail format and through the website to the relevant landlord. I would also like the landlord to be able to access a calendar that would have dates tenants are due to pay rent - dates safety inspectors are to come over, dates of maintenance issues being reported etc. The calendat can be correlated with the tenants own calendar so that they can see when a Gas Safety Inspector will be visiting. When a landlord types this into the calendar, it could also send an eMail, or a text to the tenant with a pre-worded text. This is a very complicated site I know. I would like to get this up and running relatively quickly. I have some basic knowledge of website design and very good knowledge of graphic design and so do not mind helping in any way at all. Sorry for the long description, it's a difficult one to describe! Unsure if this is doable with a website or software but preferably a website so tenants can access on laptops. I am much more interested in the core website than the graphics being designed, hence why I have set a small budget. I'm good with wordpress so if this can be done on wordpress, great! I already have the domain and a server - Currently I have been playing about updating it using wordpress but am open to change if it's relatively easy to learn, as I will need to manage this site. Happy for an ongiong relationship to occur for future expansion of site and even website management.
