Build a Website for Hotels...

Hi Guys I need someone who can create a website related to the hotel industry. Should have the following. 1. Should be able to send their requirement which should capture email, destination as well as a screen shot of the hotel price that they have found online. 2. Post verification from my team, it should turn into a contest. Therefore, a contest page which should show all live requirements. 3. As soon as it is verified, all travel agents in our system should be sent a mail or sms stating the clients requirement. Mail will be filtered only to Travel Agents catering to that destination. 4. They come online and quote their cost for that hotel. 5. Whichever the client chooses, he then proceeds to pay online. A mail is sent to the chosen Travel Agent. He then submits the booked documentation proof to us via upload link which can be seen by the client too. Once verified by my team, we pay them ( Paying to them would be done offline ) 6. A dashboard for the client as well as Agents showing their activity and step requirements. 7. Also, on the homepage, we will list around 10 deals that we have that can be changed manually by us everyday through our Admin Panel. I have seen a template that would justify my need. You have to just create the same. This is a brief of the entire website. Would go into detail once we agree to work together. I have a budget of USD 150 max for this.
