Build an eLearning Platform

We require to build an eLearning platform for our non-profit organization which needs to teach online courses to park rangers in remote locations. The platform should be built on Moodle 3.0 and installed in a shared server on BlueHost of the organization Deadline: 1 March, 2016. The following is the technical requirements list: o The platform should be able to support up to 500 enrolled students, 25 teachers and several admin users and guests. o Allow standard expected features of an eLearning platform: create classrooms -> create courses -> create lessons -> assign homework, assign exams. Download submitted files by students, grade submitted homework and exams, sent notifications to students and to groups of students, create live forums, capability to have live or recorded podcasts. o Calendar per classroom to add activities. Students in that classroom should be able to see those activities and receive automated notifications. o Analytics and reporting: Include a module or extension to obtain performance analytics of the courses: how many students are enrolled, how many have sent their submissions, observe grades reporting, etc. o Include a Multilanguage extension (The platform will be in Spanish and English). We will do the translation from English to Spanish, but the Multilanguage capabilities must be installed. o Implement a modern responsive theme using the organizations images and colors. o Registration and activation admin panel. o User support chat and ticketing option to provide technical assistance to students. o Allow teachers to group students upon certain parameters. (Region, Age, etc) o We require a thorough user manual in MS Word format meant for teachers to learn how to create a course, upload material, retrieve submissions, etc. o The site must be cross browser compatible: Chrome, IE, Edge, Firefox o Be as light as possible in terms of loading time. Many students are in remote locations with slow internet access so the framework must be able to load fast and possibly be able to do most of the work offline.
