Create Bootstrap CSS template for an existing PHP application

I have an application which works on Linux (apache server) and has control panel with many pages. The control panel looks very bad as no attention was ever put into the looks (aesthetics) of it. The server is Linux based (Apache + MySQL). The control panel pages are php with javascript and are using a very basic template. The template consists of files of the following types: *.tpl *.css *.gif (an other types of images) The requirement is to build a new template that will be based on Bootstrap and therefore transform the bad-looking control panel to very modern/fresh looking one. Some of the icons that the current template is using will be changed but those are not many. The control panel also generates reports with bar charts and those will need to be styled accordingly in order to modernize the whole thing. Please keep in mind that this is a control panel. Something similar for example to the control panel of CPanel or Plesk. Is it not a public website. Choice of bootstrap: There is already someone who created a template for this application using Twitter Bootstrap however it doesn’t quite look as good as it should be. I will provide you details of that along with a link to see a demo of the application. You will then need to suggest which bootstrap to choose, probably the most modern one. Skills: CSS, BOOTSTRAP, GRAPHICS, (and possibly PHP, MySQL,Javascript) If you have any questions please let me know. Thank you. PS: I am an IT person myself so I know what is required to use a ready-made Bootstrap theme on a php application, so please don't bit ridiculous amounts! The project budget range has been selected carefully and the higher end of it will only be given to a freelancer with considerable portfolio. Considerable meaning both in terms of quantity + quality.
