Create/Develop a website like WikiHow.com

Hello, I want to ask you about programming and designing a flat website like ( [login to view URL] ) .. You can design it however you want but I want it flat and responsive and the color green ( #6BA74F - #84CA63 ) and easy to use.. I want to make a signup and login forms together in one page with a nice green background and nice flat forms.. I want a Control panel that can be used for admins and people who work on the site BUT people who work in the site have just the access to contact and edit some info for a user.. The admin can use the entire Control Panel.. I want two types of users free account and pro account and i can customize price from cp for pro accounts .. I want to put in the users accounts feature to add funds and upgrade to pro account .. Pro accounts must not have adsense in the content of articles just the free accounts can have adsense in content of article while Reading .. The users can edit their information and post articles guests cannot post articles.. To post an article use the name of the user as author and catogries ( I can add, edit and delete categories in cp ) content of the articles can have bold and change font color and font size and add images to the content of articles - choose article tags or keywords - Article title - and a required image to view on home page .. I want to put some things in Control panel just for the admin ( Edit and delete users, add funds to a user account, easy edit design and customize Everything, block IP, Add adsense ads in the articles contents just for free accounts ) I want nice design for a search page that can view reaults from articles title and keywords .. In Home page view articles in nice flat grids easy to see and click and in header login and regesiter page and footer just the copyright.. you can design the rest of the website like you want but remember flat and protected design .. I will pay when I'm satesfied with a demo ..
