Create a WordPress Intranet

We are an international student think tank with 800 members from 30 universities and 10 countries. We have a developed a php intranet, where members are registered, have access to training, download files, post ppt presentations. We want to create a new intranet using wordpress which will register our members, offer training, give access to files, where members can chat.
We need a devloper to help identify the right plug-ins, to install them and explain us how to customize them. We dont need the developer to finish the intranet but rather to helps us put the plug-in infratsucture in place and explain us how we can finish it.
Functions: members registration, activity feed, training, members chat, member online on map, files access, social network
identifying the right plugin and installing them
for lets say a virtual university
the students will have training, assignment but also platform fort hem to interact
students belong to a university, but also a sector (eg finance, energy,...) the intranet should be user friendly on mobile
that's why I want to use word press
to ensure it can be accessible on any device
I prefer hourly rate, as I don't expect the project to 100% complete
the consultant will have to train me on how to customize the different plug-ing
phase of the project
1. Identify plug-in that can do the functions we need (2-3 weeks)
2. Testing the selected plugin(2 weeks)
3. Customize the plugin and the internet (4 weeks)
all the technical stuff will be discussed with the recommended freelancer
