Cell Phone Application Needed

I would like to know if the following cell phone application can be developed and put to use in majority of cell phones used today. I need an application for a cellphone that will identify the service provider of an incoming/outgoing number. Also, not only incoming/outgoing numbers, but the ability to input an number and determine which service provider it is. Another possible feature is add a symbol next to each contact name in the contact list in that cell phone. For example, if a person is calling my cell phone, I the phone should display a logo of the service provider of that incoming number. For example, if the incoming number is T-Mobile, it should display the symbol of that company on the screen. Based on that, the user should be able to decide if he/she wants to pick up the phone or not.
