Create/Manage a PPC Campaign Adwords Account Manager

I’d like to hire a professional Adwords account manager. The purpose of this position will be to maximize out campaign by getting more sales per advertising dollar.
I’m projecting a $400 to $600 a month budget for Adwords initially. I would like a proposal first on setting up a campaign, then on continuing to managing this campaign on a day to day basis.
I want someone that can take advantage of all the Adwords opportunities like Remarketing and Graphic Display Adds – If they prove to be effective for increasing sales. The right person for this job will continually analyze ads performance and make adjustments, continually optimizing the campaign.
This campaign will be for one niche on our website initially, however, there’s an opportunity to create additional campaigns for other niches.
