Competitor Analysis for SEO Project

I require an experienced SEO to undertake a competitor analysis for the SEO of a website before development begins. I will require them to:
Assess several key websites and collage their main key words.
Assess the competitiveness on achieving rankings for these keywords - specifically on a .[login to view URL] (US) and a .com (US) domain.
How long they would estimate it would take for result to be achieved under a awell known campaign.
Please note, the task is purely for "competitor analysis" and a "SEO feasibility study" and not a SEO project. However should significant skills be shown in this part, then consideration for a project would be given.
