I need a software desktop tool to be developed in Java that has the following features
1) The tool should have a Graphical User Interface
2) The user authenticates against [login to view URL] User List. Certain [login to view URL] profile will be used for that.
3) From the application's menu, the user opens a locally saved drawing file in DWF format.
4) The user chooses from a list of stamp images saved as Static Resources on [login to view URL], select the stamp that they want to add to the file. The tool will add the selected stamp image to the DWF file and allow the user to locate the stamp anywhere in the file.
5) From the tool menu, the user chooses the option 'Include Review Comments', a dialog box will open that retrieves the review comment from [login to view URL] and display it to the user. The dialog box will have two options either (a) include text (b) include 2D bar code and click 'OK' button. According to the selected option the tool will include the review comment either in text or bar code on the DWF file and allows the user to change the location of the text or the bar code.
6) From the tool menu, the user chooses the option 'Save as PDF' where the tool will prompt for a file location where the generated PDF will be saved. The tool should allow the user to set the name of the generated PDF file.
7) The tool should have a menu Help that has a menu item About that shows copyrights information.
8) The tool should have an option to merge multiple DWF or PDF files.
9) The tool should generate log4j files for access tracking and troubleshooting.
Assumptions:

1- You can use a [login to view URL] Developer Edition for integration with
[login to view URL]
2- Please use a custom object called 'Submittal' where it will have a custom field called 'Review Comment' that will store the review comment that the tool will retrieve and save on the generated PDF. Other custom fields include Submittal Number, Plot Number, Owner Name. The value of these 3 fields will also need to be printed on the generated PDF (text or bar code)
3- The 2D bar code will be read by a 2D bar code scanner (not to be provided by the contractor) and the values of the four fields can be retrieved from the bar code. Contractor should test that from his side.
