Desktop app developer

I am looking for someone who can develop a desktop app for me. this will work exactly as a time tracker of a freelance portal. My employees can login to this app and start their time tracker , it can upload the screenshot of the desktop in random amount of time between every 1-2 mins and can track how many hours my developer worked. it will make changes in the mysql database at my godaddy server. I will give you the idea of look and feel of this application. Thank you.
