Create HTML/CSS version of a flash site

I need to make a html/css version of a flash site. The site should look exactly the same as the flash site minus the animations. The only flash features that will be carried over will be the buttons. Also there is one thumbnail picture section that when clicked a large picture appears in the main image section. This section will need to be done in javascript. Most of the pages are very similar as they are based on a template. There are only 8 pages that will need to be created.
