apache configuration to select encoding for URLs

I have a web server (Centos + WHM + Cpanel) that for legacy reasons must serve files with accented characters n their filename (e.g. ò.txt) If you type in the browser such an URL ( [login to view URL]ò.txt ) the browser actually sends this request GET /%C3%[login to view URL] HTTP/1.1 i.e. it encodes ò as UTF c3b2, then percent-encodes the URL On some apache installations this works correctly (/%C3%[login to view URL] is decoded as ò.txt, the file is then served) On my installation, it fails (404). I have found out that if the same file (ò.txt) is requested as GET /%[login to view URL] HTTP/1.1 is succeeds. F2 is the ISO8859-1 code for ò: it seems my apache is using ISO-8859-1 to decode URLs, not UTF-8! The problem is, the rest of the world uses UTF-8! How do I instruct my apache to decode these URL usinf UTF-8 instead of ISO8859-1?
