Configure/Edit Current Squid Proxy Server

Im currently running a Ubuntu server 14.04 64 bit. I have squid installed in it. I currently get pings to this specific sites of ( 150-300 ms ). Now what I need is for someone to connect to my server, and see my settings. And I need for my server to be optimize so my pings are lower than 150ms. My provider usually gets pings of 15ms. So i need for my server to be optimized to get those pings. My server is on an unmetered 1000mbps port. GOAL: Lower pings of my current server. I also need you to teach me or write a guide of what you did so i can learn. PLEASE READ THIS IF YOU DONT, DO NOT PITCH.
