Build an asset management service

My community is 240 homes. I have been tasked to build a first aid service that will place snake bite/allergy treatment kits in a network throughout our community. I need a "smart" RFID chip (deck of cards size) that I can attach to each kit that we will spread to 30 homes to make them nearby for any home. We want something that is exactly like the nest smoke detector system so we can turn our emergency kits into locatable assets. Each chip will need a MAC address and it needs to have wifi and bluetooth and be battery powered and It will meed to send a notice each day that it is still in the WiFi range where it was originally registerded and it needs a call button to activate an alert if the kit is suddenly needed. We then want our service to SMS neighbors for help. The kits will stay put until needed.. I believe there are companies that provide this sort of thing and even the service that will manage communication to the devices with a dashboard so the administrator can view locations and identify who is near to the emergency if it arises. I need someone who understands the Internet of things and nest like functionality of asset locator chips or tags to put this entire thing together. I dont want to be a manufacturer, I want to put the needed elements for the project together with knowledge of theexisting marketplace and availability of the software and hardware essentials.
