Android JAR

I need an android jar file that can be added to any android application. The jar will have an activity - the activity will include 2 buttons: close and minimize. Close button will close the jar activity and back to application. Minimize button will not close the jar activity - just make it invisible and show a floating button. From now on - until close of the application or click close in the jar activity - the button will be in all screens of the application on the front. The application will work well - and the button will be shown on the screen on the front without interrupting the application. Minimal code in the application - only somewhere will be a button that will call the jar's activity.
