I've recently made an app like that. What it does is read the question and its options from an excel (.csv) file and displays it. If you'd like some modifications then I'll do it for you. It's very simple to manipulate it. I can also put question and answers for you in the app, for example if you want 300 questions to be added in .csv file or more then I've people for typing work as well. It will have extra charges. Application will be developed in native android and will be communicating to server using RESTful web service. Will be using Slim PHP framework to develop RESTful web service.
