This is not a complex project. There are many people who are capable, but working with them might be more difficult. I have a degree in Computer Science and years of experience. It will not take me 10 days to write this app, but it will be thoroughly tested, and I will be able to advise you of other features you may want to include, since it seems like you want to lock the phone down for a specific purpose.
